City of Snohomish issued the following announcement.
City Council has implemented a Utility Support and Rent Relief Grant Program to assist residents financially impacted by COVID-19. The program is funded through the Coronavirus Aid, Relief, and Economic Security (CARES) Grant. Eligible residents may apply for a one-time, not to exceed $500 non-refundable credit, either applied directly to the resident’s City water and sewer utility account or, if City utility costs are included in the resident’s rent payment, sent to their landlord. Rent relief grants are only offered to residents that don’t receive any other type of housing support such as low-income housing or vouchers for housing support. Snohomish County PUD accounts are not eligible for this grant. Residents approved for low-income senior rates for water and sewer are not eligible for a grant. The Council has approved $100,000 for this program. Applications will be accepted as long as funds are available but no later than November 13,2020. Only one application per residential address will be accepted.

If you don’t qualify for this program and are unable to pay your delinquent bill, please call 360-282-3197 to request a monthly payment plan. Upon entering into a monthly payment plan, the City will require the customer stay current on future billings as well as making the agreed upon monthly payments or they may be subject to service termination.

Payment Arrangement
On approval by the City, a utility customer may enter into a written payment arrangement on a past due balance. Payment arrangements shall be applied for ONLINE or by requesting a form from the City. If this arrangement is due to the COVID-19 pandemic it will not apply to the limit of two (2) payment arrangements per twelve (12) month period. Late fees and termination of service will be waived until the payment arrangement expires.
It shall be at the sole discretion of the City as to the approval or denial of a request for a payment arrangement. Customers are encouraged to apply prior to the due date of the bill to allow time for a decision to be made.
Delinquent Bills as of August 1, 2020
If your bill is delinquent as of August 1, 2020 and you are unable to pay, please call 360-282-3197 to request a monthly payment plan. The City will work with customers to set up an agreed upon payment plan for any delinquent balance owed as of August 1, 2020. Upon entering into a monthly payment plan, the City will require the customer stay current on future billings as well as making the agreed upon monthly payments or they will be subject to service termination.
